He navigates clients through the tangled web of commercial property tax assessments, its related appeal process in Illinois at the Cook County Assessors’ Offices, Boards of Review and related work involving property tax redemptions through the various Cook County agencies. Mr. Boutte also does third party research involving property tax increments and levies related to public finance and economic development.
Alvin has been a member of several capital market exchanges which are well versed in the community. He was an active member of the Chicago Mercantile Exchange (CME), Chicago Board Options Exchange (CBOE) and the Chicago Stock Exchange (CHX), where he traded as a market maker and arbitrage strategist. He’s been very involved in many issues related to corporate governance at the exchange administration level since pre-2001. As an investment banker, he has been involved in many capitalizations of Fortune 500 companies and local governments. Mr. Boutte has underwritten large municipal issues over billions as well as highly delicate issuances for small municipal governments.
Related specifically to municipal issuances, Alvin has been fortunate enough to cover multiple roles in single municipal issuances including those that have involved ballot measures that must be voted to approve a specified borrowing.
